Senior Pastor Rodger Frievalt
Rodger and his wife Melissa have a passion to proclaim the incredibly good news of Jesus Christ, release the supernatural Kingdom of God and ignite the Fire of Revival in the hearts of everyone they encounter. They have a strong background in church planting and have been leading Victory Center since it’s birth in September of 2012 as well as planting over 7 churches internationally and most recently, in Beaver Dam, WI.
It is their passion and desire to truly demonstrate the supernatural Gospel of Jesus Christ. Rodger leads the vibrant body of believers as senior pastor of Victory Center Church as well as ministering nationally and internationally.
They have been called to train, impart, and activate the body of Christ to walk in His love and the supernatural reality of the Kingdom of God through every sector of society. They are rooted in the scriptural truth that all believers have been commissioned to preach the gospel, heal the sick, and bring deliverance. They are equipping believers everywhere to live a supernatural life that demonstrates Christ’s love.
Rodger and Melissa also have a strong business and leadership background. They long to see the men and women of the business world walk in a higher measure of authority and success as they are released and empowered through a personal revelation of the love of Christ and the power of the Holy Spirit within each of them.
Worship Pastor Judy Duggan
Judy Duggan has been leading worship teams for over 25 years. Originally from Tallahassee, Florida, she and her husband Kurt moved to Madison in 2015 knowing God was calling them to this region.
Judy’s passion is to lead people into an encounter with God by creating an atmosphere of worship in which God’s presence is tangible. Whether she leads from piano or guitar, she flows in the prophetic as the Holy Spirit directs. She’s also passionate about training and teaching musicians and singers, raising up the younger generation as well as people from all ages.

Matthew & Siobhan Oliver
Pastors Matthew and Siobhan Oliver, married 22 years with five children, carry a great passion for God and are on an all-out pursuit to encounter Him, love on people, and see their region be blessed. They are not satisfied to just preach about God’s love; they want everyone, everywhere, to experience His love personally.
Residing in the Greater Sacramento Region of California, Matthew and Siobhan have invested their family, their hearts and their lives to partner with the good things that God is doing in their community. Their heart is to build more than just a church, but to also see hearts ignited, dreams and passions stirred, and to see each person in this community and the pastors in the River Network successful in what God has called them to.
Matthew & Siobhan met in Bible College in 1998 and have been leading ministries since graduating. In addition to pastoring The Family Church in Roseville, CA and running their businesses, Matthew is an author who has published several books: 40 Days of Greatness, 40 Days to a Healthy Heart, Victorious, Taking Back the Night, and the upcoming The Donkey and the Flea, he co-authored Victorious with Siobhan.
